Eurogroup for Animals’ farm animal programme aims at reducing suffering of animals on farms by advocating for transformational change of our farming systems, shifting toward sustainable food production and consumption with higher animal welfare and more plant-based food.

Purpose of the role

As Political Adviser – Food Policy, you will drive advocacy and political engagement at EU level to advance sustainable public food procurement and food systems transformation. You will develop and implement lobbying strategies to influence key EU legislative and policy files, particularly the revision of the Public Procurement Directive, as well as relevant elements of the Common Agricultural Policy and Common Market Organisation Regulation, while empowering Eurogroup for Animals’ Member Organisations to leverage policy opportunities at national level. The successful candidate will play a key role in translating policy developments into public affairs and advocacy strategies, while supporting practical actions that accelerate food systems transformation towards higher animal welfare and more plant-based food consumption and production.

Primary responsibilities 

  • Lead EU-level advocacy and political engagement on the revision and implementation of the Public Procurement Directive.
  • Develop and implement targeted lobbying strategies to influence key EU policymakers and stakeholders on public food procurement, Common Agricultural Policy and Common Market Organisation files.
  • Monitor and analyse legislative and policy developments, translating them into advocacy opportunities and providing timely strategic intelligence to Member Organisations.
  • Empower and coordinate Member Organisations to engage strategically in EU and national-level advocacy and lobbying on public food procurement and food systems transformation.
  • Build and maintain strategic relationships with EU institutions, Member State representatives, coalition partners, civil society organisations and relevant food-system actors, while representing Eurogroup for Animals in meetings and external events.
  • Develop evidence-based advocacy messages and policy positions in collaboration with internal experts and Member Organisations.
  • In close collaboration with Member Organisations, support the replication and scaling of successful local public food procurement initiatives.
  • In collaboration with the Food Policy Lead and communications team, develop advocacy materials and toolkits to support Member Organisations’ engagement on public food procurement, CAP national plans and other relevant food policy files.
  • In collaboration with the Food Policy Lead, develop advocacy materials for extending the animal welfare labelling in the Common Market Organisation Regulation.
  • In collaboration with the Food Policy Lead, support the communications team in the development of campaigns on public food procurement and the Common Agricultural Policy.

Person specification

Essential skills & qualifications

  • Relevant academic background and/or demonstrated expertise in sustainable food systems, food policy, public procurement or related fields.
  • Proven experience in EU-level lobbying, public affairs and policy-making, particularly within EU institutions.
  • Strong understanding of EU policymaking processes and institutions.
  • Confidence in engaging with policymakers on complex legislative files.
  • Ability to translate technical policy analysis into persuasive advocacy messages.
  • Experience developing and implementing advocacy or public affairs strategies.
  • Excellent stakeholder engagement and relationship-building skills.
  • Strong coordination skills and ability to work collaboratively in a cross-functional team.
  • Well-organised and focused on concrete results and project deliverables.
  • Fluency in English.

Desirable skills and qualifications

  • Experience managing complex legislative and policy files.
  • Strong understanding of national-level policy processes in one or more Member States.
  • Experience working with membership-based organisations or networks.
  • Expertise in agriculture, aquaculture, animal welfare or related policy areas.
  • Experience working on public procurement policy.
  • Additional EU languages.

The person should have affinity with animal welfare and relate to the vision and mission of Eurogroup for Animals.

Practicalities

The position is a full-time permanent employee contract (we have today the funds for 2 years). The position is based in Brussels, or requires the successful candidate to be present in Brussels approximately 50% of the time.

Salary ranges from €3,811/month to €4,611/month depending on experience.
