Blue Book Traineeship Programme 2027: Paid 5-Month Opportunity at the European Commission

The European Commission Blue Book Traineeship Programme offers young professionals and graduates the opportunity to gain practical experience inside the institutions and services of the European Union.

The programme lasts five months and is paid. Trainees work in an international and multicultural environment and can gain first-hand experience in EU policymaking, administration and the daily work of European institutions.

The European Commission organises two Blue Book traineeship sessions every year. The next session will begin on 1 March 2027 and end on 31 July 2027.

March 2027 application deadline

Registration for the March 2027 session is currently open.

Application period:

  • Opening date: 22 July 2026 at 10:00 a.m. Brussels time
  • Deadline: 4 September 2026 at 10:00 a.m. Brussels time
  • Traineeship period: 1 March 2027 – 31 July 2027

Candidates should not wait until the final day to submit their application because the application must be completed and all required supporting documents uploaded before the deadline.

What is the Blue Book Traineeship?

The Blue Book is one of the European Commission’s flagship traineeship programmes.

It provides approximately 1,000 traineeship positions per session and is organised twice a year. The programme currently offers three main types of traineeships:

  1. ADMIN UG – Administrative traineeship for university graduates
  2. ADMIN VET – Administrative traineeship for Vocational Education and Training graduates
  3. TRA – Translation traineeship

Applicants should choose the type of traineeship that corresponds to their educational background and profile.

What do trainees receive?

The traineeship is paid through a monthly living allowance. The amount depends on the country where the trainee is assigned.

For the March 2027 session, the indicative basic monthly grants include:

  • Belgium: €1,572
  • France: €1,814
  • Germany: €1,638
  • Netherlands: €1,803
  • Romania: €1,179
  • Poland: €1,314
  • Sweden: €1,894
  • Denmark: €2,081
  • Ireland: €2,067

The grant is adjusted according to the location of the traineeship. Depending on the circumstances and place of assignment, trainees may also receive additional allowances, including a €275 general travel allowance, meal and public transport support, or an accommodation allowance.

Where can you work?

Trainees can work in different parts of the European Commission and related EU structures.

The programme provides experience in:

  • European Commission departments and services
  • Executive agencies
  • Decentralised EU agencies and bodies
  • Commissioners’ Cabinets
  • European External Action Service (EEAS)

For the ADMIN VET programme specifically, trainees are placed mainly in Brussels and Luxembourg.

Who can apply?

Eligibility depends on the type of Blue Book traineeship.

University graduates – ADMIN UG

The administrative traineeship for university graduates is intended for candidates who meet the Commission’s education, language and other eligibility requirements.

Vocational Education and Training graduates – ADMIN VET

The European Commission has introduced a specific opportunity for Vocational Education and Training (VET) graduates.

Applicants for ADMIN VET must have successfully completed a VET qualification corresponding to EQF level 3, 4 or 5, or an equivalent level under a national qualification framework. The qualification must already be completed and the diploma or official evidence must be available when the application is submitted.

Language requirements

Language requirements depend on nationality.

EU nationals

EU nationals applying for the relevant administrative traineeship must demonstrate good knowledge of two official EU languages.

The first language must be English, French or German at minimum B2 level, or a mother tongue.

The second must be another official EU language at at least A2 level, or a mother tongue.

Non-EU nationals

Non-EU nationals must generally demonstrate good knowledge of English, French or German at B2 level or higher, or have one of these as their mother tongue.

Age requirement

Applicants must be at least 18 years old on the starting date of the traineeship.

There is also an important restriction concerning previous experience in European institutions. Candidates who have already worked for more than six weeks (42 calendar days) in an EU institution, body, agency, EU delegation or certain other EU-related positions are not eligible.

Can candidates from outside the EU apply?

For the VET traineeship, the eligibility rules distinguish between EU nationals and candidates from countries participating in the EU’s pre-accession strategy.

The Commission also warns that some departments, services or agencies may not recruit nationals from non-EU Member States.

Applicants should therefore carefully check the nationality requirements for the particular traineeship they are applying for.

How to apply – Step by Step

Step 1 – Create an EU Login account

The first step is to create an EU Login account through the European Commission’s authentication service.

Your email address must remain valid until at least the end of the traineeship. After creating the account, you can access the application form through your candidate account.

Step 2 – Choose the correct traineeship type

After logging in, select “Send an application” and choose the appropriate traineeship.

For candidates applying as vocational education and training graduates, the correct option is:

ADMIN VET – Administrative Traineeship for Vocational Education and Training graduates.

You can submit only one application per traineeship type/session. Submitting multiple applications for the same type will not give you an advantage.

Step 3 – Complete the application form

Fill in your personal information, education, language skills, professional experience and other relevant information.

Everything declared in the application should be supported by appropriate documents.

The Commission assesses applications using factors including:

  • Education
  • Language knowledge
  • Work experience
  • International experience/profile
  • Other relevant factors, including certain fields of study

Nationality quotas may also be applied in the selection process.

Step 4 – Prepare your supporting documents

All supporting documents must be uploaded as one single PDF file.

Depending on the traineeship type, documents may include:

  • Passport or national identity card
  • University diploma or VET diploma
  • Transcripts
  • Proof of language skills
  • Proof of professional experience
  • Proof of international experience
  • Other documents supporting information declared in the application

The documents must correspond exactly to the information provided in the application. Incorrect, missing or inconsistent documentation can lead to rejection.

Step 5 – Submit before the deadline

For the March 2027 session, the final deadline is:

4 September 2026 at 10:00 a.m. Brussels time.

After submitting the application, candidates cannot add additional documents or make corrections, so it is important to check the application carefully before clicking submit.

What happens after you apply?

The selection process takes several stages.

1. Eligibility check

The European Commission checks whether the candidate meets all mandatory requirements and whether the information provided is properly supported by documents.

2. Pre-selection

Eligible applications are assessed and candidates may be placed in the Virtual Blue Book.

For the March 2027 session, pre-selection is scheduled for September–October 2026.

3. Apply for specific positions

Being included in the Virtual Blue Book does not automatically mean that you have been selected for a traineeship.

Candidates who pass the eligibility stage can apply for specific traineeship positions offered by Commission departments and agencies.

For the VET programme, candidates can apply for available positions and provide a position-specific cover letter.

4. Selection and placement

For the March 2027 session, the selection phase is scheduled for November–December 2026.

Successful candidates receive a placement offer and then complete the necessary administrative steps before starting their traineeship.

Motivation and cover letter

Candidates should take the motivation part of the application seriously.

For the VET traineeship, the general motivation section must contain between 500 and 1,500 characters, explaining why the candidate is interested in a traineeship at the European Commission.

For specific positions, candidates may also need to submit a position-specific cover letter in PDF format.

A strong application should clearly explain:

  • Why you want to work at the European Commission
  • What professional skills you can offer
  • How your education relates to the position
  • Why you are interested in EU affairs
  • What you hope to learn during the traineeship
  • Why you are a good match for the specific position

Important: pre-selection does not guarantee a place

One of the most important points for applicants is that passing the eligibility and pre-selection stage does not guarantee a traineeship.

The Virtual Blue Book contains at least three times as many applicants as there are available positions. Candidates therefore still need to compete for individual traineeship positions.
